25. François Bugnion Independent consultant in international humanitarian law and humanitarian action. François Bugnion is an independent consultant in international humanitarian law and humanitarian action. He joined the International Committee of the Red Cross (ICRC) in 1970 and served as a delegate in Israel and the occupied territories, Bangladesh, Turkey, and Cyprus, and then as head of mission in Chad, Viet Nam, and Cambodia. From 2000 to 2006, he was Director for International Law and Cooperation at the ICRC. He has been a member of the ICRC Assembly since May 2010. He is the author of more than fifty books and articles on international humanitarian law and on the International Red Cross and Red Crescent Movement. 26. Vincent Bernard International Review of the Red Cross
Vincent Bernard is editor in chief of the International Review of the Red Cross, a leading academic journal on humanitarian law, policy and action published by the ICRC and Cambridge University Press. He is also the head of the Law and Policy Forum, which leads ICRC’s engagement with expert audiences interested in teaching, researching and debating international humanitarian law (IHL). He is in charge of the Humanitarium conference center in Geneva and the new Humanitarian Law and Policy blog. Vincent joined the ICRC in 1998 and worked in the field for 6 years in Dakar, Nairobi and Jerusalem. As head of the ICRC’s field communication set-up from 2006 to 2010 he travelled and worked in most of ICRC’s operational contexts. Prior to joining the organization, Vincent studied political science, law and international relations at the Political Science Institute and Law Faculty in Strasburg, The King’s College, London and the Graduate Institute of International Studies in Geneva, and taught law at the University of Marmara in Istanbul.
27. Hichem Khadhraoui Director of operations, joined Geneva Call in 2016. He holds a Master degree in International Humanitarian Law and Human Rights from Western Cape University, South Africa and a Master degree in International Public and European Law from the University of Aix-Marseille III, France. He completed certificates in Leadership and Management from IMD Business School Lausanne and Columbia Business School, New York and is completing a certificate on security of international organizations with the Evosec institute. Before joining Geneva Call, he worked for over 10 years at the International Committee of the Red Cross both at field and headquarter level in positions of Manager and Program coordinator.
